The practical training programme “CDTO Delivery Lab: Project Management and Business Analysis” has been completed at CDTO Campus. Designed for public sector professionals involved in the preparation and implementation of management decisions, projects, and programmes, the course was completed by 31 participants.

The GovTech Alliance of Ukraine contributed to the development of the programme as part of its partnership with CDTO Campus and the East Europe Foundation. GTA UA member companies – AMEDIA, Kitsoft, and Strimco – delivered training and shared their practical expertise in project management and business analysis for public sector digital transformation with CDTO Delivery Lab participants.

“Sharing the practical experience of the private sector through the training of digital leaders and community development is our investment in strengthening Ukraine’s entire GovTech ecosystem,”  said Kateryna Stavniichuk, CEO of the GovTech Alliance of Ukraine.

Practical GovTech Expertise for the Public Sector

The training ran from May to August 2026 in an offline format. Participants included chief and lead specialists from government authorities, state experts, heads of departments and areas, as well as local government officials involved in management projects.

"It's especially valuable that CDTO Delivery Lab participants worked with training cases at every session and could immediately apply tools to specific situations. This approach helps them not just gain new knowledge, but see its practical value across a range of examples. For the public sector, this is an important investment in the teams that directly implement change and develop government services," added Ruslana Korenchuk, CEO of CDTO Campus and Diia.Education, manager of joint projects of East Europe Foundation and the Ministry of Digital Transformation of Ukraine.

The programme combined project management and business analysis tools with the specifics of the public sector. Topics included process reengineering, the development of digital services and registers, public procurement in the IT sector, and working with regulatory frameworks.

The practical component was built around training cases prepared by lecturers for each session. Participants were able to immediately apply project management and business analysis tools to specific management situations.

"The uniqueness of CDTO Delivery Lab lies in the fact that companies with hands-on experience building digital solutions for the government were involved in teaching. This makes it possible to pass on to public sector professionals the expertise and experience gained through real GovTech projects," said Victor Liakh, President of East Europe Foundation.

Building the Capacity of Digital Transformation Teams

As a result of CDTO Delivery Lab, graduates gained practical tools for planning and implementing projects, as well as working with requirements and stakeholders.

For GTA UA, participation in such educational programmes is one way to systematically transfer the practical expertise accumulated by Ukrainian GovTech companies to professionals directly involved in the digital transformation of the public sector.

Engaging technology businesses in training also creates space for knowledge exchange between government and digital solution providers – from understanding needs and conducting business analysis to organising project delivery and implementing digital services. Building the professional capacity of teams and enabling systematic exchange of practical expertise are essential components of a sustainable GovTech ecosystem in Ukraine.
