Kitsoft launches new claim categories for the state in the Register of Damage for Ukraine
Kitsoft, together with the Register of Damage for Ukraine and its partners, has developed two new claim categories within the Register of Damage for Ukraine. These categories enable the Ukrainian state to document public expenditures caused by Russia’s aggression – specifically humanitarian support for affected populations and mine action.
The new categories are now available for submission through the Diia portal:
- B4 – State humanitarian expenditures for supporting affected populations.
This category covers government spending on assistance for people affected by the war, including evacuation, temporary accommodation, emergency medical care, and rehabilitation. It also includes compensation for damaged or destroyed housing provided under the eVidnovlennia program.
- B5 – Demining and clearance of unexploded ordnance.
This category covers expenditures related to surveying and clearing contaminated territories, disposing of explosive remnants of war, training demining specialists, and raising public awareness of mine risks.
Both categories allow claims for expenditures financed from the state, regional, and local budgets. Eligible applicants include the State of Ukraine, as well as its central, regional, and local authorities and public institutions. Claims may be submitted by the head of an authority or institution, or by an authorized representative. Authorization can be granted digitally through Diia. All submitted claims undergo verification before being entered into the Register. They will later be transferred to the future International Compensation Commission, which will determine the amount of compensation.
The scale of the challenge remains immense: approximately 4.6 million people are officially registered as internally displaced in Ukraine, while 132,076 km² of the country’s territory remains at risk of contamination by mines and explosive remnants of war.
A digital mechanism for future reparations
The digital claims mechanism for the Register of Damage for Ukraine was developed by Kitsoft in partnership with the Ministry of Digital Transformation of Ukraine, using Kitsoft’s AI-powered low-code platform Liquio. Liquio powers the digital claim forms, integrations with state registries, automated data validation, and secure interaction with the Register’s Central Information Management System (RCMS) in The Hague.

The development of the Register’s digital claims mechanism continues. The new categories expand the evidence base for losses caused by Russia’s aggression and strengthen the future international compensation mechanism.
