Ukraine Aims to Join the World’s Top 3 Leaders in AI Adoption: GTA UA Contributes to Policy and Ethical Framework Development

Ukraine has set ambitious goals in the field of artificial intelligence (AI): developing its own LLM model, scaling AI integration across key sectors, and joining the world’s top three countries in AI implementation by 2030. This was highlighted by Valeriya Ionan, Advisor to the Deputy Prime Minister — Minister of Digital Transformation of Ukraine on Innovations, Digitalisation and Global Partnerships, during the GovTech Meetup organized by the Global Government Technology Centre in Kyiv (GGTC Kyiv) on June 11, 2025.

AI opens up new opportunities for the public sector — from process automation and risk prediction to personalized citizen services. However, it also brings challenges: ensuring ethical, transparent, and secure use of technology.

“AI-based innovations will strengthen Ukraine’s leadership in digital transformation,”  says Kateryna Stavniichuk, CEO of the GovTech Alliance of Ukraine (GTA UA), in a comment for SPEKA. “It is essential to build an ethical and transparent framework for their use today.”

GTA UA advocates for a systemic approach to AI implementation — through close collaboration between government, business, and the expert community. Such joint efforts will help ensure high-quality, safe, and responsible AI regulation.

In June 2025, representatives of GTA UA took part in several key events dedicated to AI development:

  • Fwdays – “How It’s Made. AI Edition” conference, where MK-Consulting experts presented real-world cases of implementing AI solutions in operational processes and projects for the pharmaceutical and public sectors;
  • FutureTech Meetup by Diia City United, which focused on AI’s impact on the labor market, regulation, and the growth of Ukraine’s tech business;
  • GovTech Meetup by GGTC Kyiv, which featured the presentation of the white paper “The Agentic State” and a discussion on the potential of agentic AI to transform public administration.

GTA UA has also joined the AI Working Group of the Digital Competence Centre (DCC) under the Ministry of Digital Transformation of Ukraine, focusing on developing a framework for safe, ethical, and innovative AI use in the public sector.
