How AI Is Transforming the State: GTA UA at the Ministry’s Strategic Workshop
Ukraine has already shown the world how artificial intelligence (AI) can operate on the battlefield. The next step is to integrate AI into public governance processes and service delivery.
On July 9, 2025, during the strategic workshop “GovTech — AI for a Modern State”, organized by the AI Center of Excellence of the Ministry of Digital Transformation of Ukraine and Digital Nation, member companies of the GovTech Alliance of Ukraine (GTA UA) — AMEDIA, Kitsoft, MK-Consulting, Prozori Solutions, and Strimco — joined representatives of government bodies, local authorities, and international organizations to discuss the Ministry’s vision for AI implementation in Ukrainian GovTech.
Kateryna Stavniichuk, CEO of GTA UA, presented the consolidated position of member companies on the key challenges and proposed solutions.
Key challenges:
- fragmented data (іsolated registries, outdated APIs, limited high-quality open datasets);
- regulatory uncertainty on ethics, accountability, and AI security in public administration;
- shortage of AI expertise within public institutions.
GTA UA recommendations:
- develop a unified AI framework including ethical standards, procurement models, and reusable solutions for typical tasks;
- focus on open data — providing real-time analytics APIs, not merely static CSV datasets;
- establish agile, state-supported R&D programs linking government, academia, and businesses;
- pilot small-scale AI solutions using an agile approach to quickly validate concepts before scaling;
- invest in national AI tools (e.g., NLP, speech recognition, OCR, etc.) accessible to SMEs;
- develop AI-product competencies within CDTO teams;
- implement the Human-in-the-loop principle.
“AI is already our reality. Addressing the challenges of its implementation in public governance is only possible through systemic collaboration between government, business, and the research community,” — noted GTA UA.
